Experior Healthcare Systems hires new California Sales Manager March 18th, 2008

Experior Healthcare Systems, a medical software development company, has hired Jeff Paugh as their driving sales force for the Western region.

Jeff Paugh comes to Experior with a extensive knowledge of the healthcare industry as he has been selling healthcare systems and software for the past 9 years. Prior to that, Jeff worked in the general IT market area selling both mainframe computer systems and software for over 20 years.

Before joining the Experior Sales Team, Jeff was a Regional Sales Manager for Surgical Information Systems selling and marketing Peri-Operative Surgical Scheduling and Anesthesia Systems to Acute Care Hospitals in the Western United States. Prior to that, at Picis, Jeff concentrated on selling Peri-Operative OR Systems to hospitals that use the Meditech Medical Billing and Patient Accounting System. Jeff also sold consulting services to these hospitals, in the areas of Revenue Cycle Management, Inventory Control, and Proration Rules.

Previously, Jeff was the Regional Vice President of SunGard Disaster Recovery Systems providing Data Center Infrastructure backup in case of catastrophic events for commercial businesses. He was also responsible for developing a division of SunGard in the General Healthcare arena.

Jeff Paugh brings a vast knowledge of hardware and software systems to the healthcare marketplace, as well as the ambulatory surgery center marketplace that is unique to the industry.

Experior Offers APC Webinars To Clients December 21st, 2007

With the industry changes regarding APC reimbursement, Experior Healthcare Systems offered convenient webinars to further address the concerns and questions of clients. Each webinar, hosted by Ron Cousino, lasted a little under an hour, with as many as 12 attendees per session.

Upon completion of the webinar, power point slides were made available, allowing individuals to make copies and distribute to those unable to attend.

An Experior client states, “I would also like to say thank you and please do provide future web seminars to your clients anytime!! They are very helpful.”

Effective January 1, 2008 many clients are promptly trying to adapt to the changes regarding the APC reimbursement. After announcing the changes, Experior’s system was made capable of accommodating the new APC reimbursement rules the very next day.

With the strong client response, Experior will continue to conduct Webinars conveying important industry regulations and changes to its valued clients.

Spring User Meetings December 20th, 2007

In efforts to be most accommodating to clients, Experior Healthcare Systems will be offering two user meetings, one of which will be held in Fort Wayne, Indiana, the other in San Antonio, Texas during the annual ASC meeting.

HIPAA Focus: Privacy, Connection 2002, Volume VI April 13th, 2007

A landmark step in the Health Insurance Portability and Accountability Act of 1996 or HIPAA was to create definitive ways in which to protect what is considered PHI or Protected Health Information. In the past confidential patient information was protected by a myriad of federal and state laws. The Privacy rule of HIPAA seeks to lay a foundation to which all health providers must comply, in addition, stricter state regulations may apply over and above the federal requirements. The Department of Health and Human Services or DHHS seeks to not only protect this information but also to ensure that patient quality of care is not compromised in the process.

While the Privacy standard became effective in April 2001, most health plans and providers covered by the new rule have until April 2003 to comply. Not only does this rule give patients more control over what types of information can and cannot be released but also it holds providers accountable for violations of patients’ privacy rights. Under these guidelines release of PHI or Protected Health Information will be governed by the patient consent form or by a separate authorization form. The difference between what is covered under a consent and an authorization is a very fine line. A patient consent will authorize release only of protected information for treatment, payment, and operations purposes. When information is released for any of these reasons every effort should be made to only release the minimum amount of information necessary to accomplish these tasks. While consent does not require centers to specify the particular information to be used or disclosed, or the recipients of the information, an authorization for a specific aspect of this protected information does require a separate disclosure. Patients through a separate authorization form must acknowledge information that falls outside of these boundaries. This authorization form must clearly state the purpose of the disclosure, what the information will be used for, and reinforce that patient care will not be compromised if patients opt not to sign the authorization.

It should be noted that the Department of Health and Human Services (DHHS) released proposed changes to the final privacy rule that were published on March 27, 2002 for comment. Listed among these changes is the removal of the prior consent form before a covered entity interacts with a patient. In conjunction with the consent removal, the proposed changes stress that covered entities make a reasonable effort to provide patients with their privacy notice prior to release of protected health information. While the removal of the prior consent is the biggest change, the proposed changes also include relaxation of the “minimum necessary” requirement on oral conversations between providers, restrictions on the use of patient information for marketing purposes and changes to parental access to children’s medical records. The comment period ended on April 26, 2002 but the final changes to the rule have not yet been published.

In the meantime, Experior Corporation can help centers comply with these new standards by supplying sample patient consents and authorization forms. Centers will need to update their chart pack forms to include specific boundaries of the information they plan to release. In addition, centers will need to incorporate entirely separate authorization forms to provide for the release of patient information for purposes such as marketing or research. Besides the addition of a new patient consent form and if needed an authorization form, centers should also have a notice of privacy practices available for patient review. This should be incorporated into your policies and procedures manual and should be referenced in your patient consent form. Along with HIPAA compliance also comes the right for patients to not only inspect and copy their medical records but also to make amendments to the information. In addition center staff should be trained on the updated privacy regulations so that a renewed investment in the confidentiality of patient health information is apparent throughout the entire center.

Each center should have a designated Privacy official who is responsible for pinpointing areas where protected information may be compromised. This means not only evaluating the locations of charts and printers but also reviewing staff computer access. SurgeOn™ can limit user access throughout the application and provide a View Only access option in the Scheduler. Incorporating these changes along with reviewing your network security are helpful steps towards compliance.

Looking to the future with regards to HIPAA compliance, the employer identification rule was recently published by the DHHS. This rule names the Employer Identification Number (EIN), also known as the tax id number, as the standard for any HIPAA compliant transactions. The final security regulations are also due to be released by the end of this year.

Regardless of where you are in your HIPAA efforts, it is best to remember to maintain a reasonable, thorough, yet well documented, approach to compliance.

The Ultimate Survivors: Experior enters 25th Year with business better than ever April 13th, 2007

Observing a Happy New Year conjures images of great celebration and reflection. For Experior Corporation, it is especially meaningful this year as 2003 marks its 25th anniversary as one of the nation’s oldest and most trusted health care companies.

Founded in 1978 by its current President and CEO, J. Richard Presser, Experior’s achievement of this milestone is unusually significant in health care. “There are actually just a handful of companies that we competed with in the late 1980s and early 1990s that exist today,” says Presser. “Acquisitions, mergers, MSOs, HMOs all completely changed the landscape of both the supplier side and health care provider markets. Today, nothing is remotely familiar to what we encountered when we began.”

So, what’s the explanation for how Experior Corporation endured the turbulence of health care reform? Presser credits it to battening down the hatches and steering a straight course. “We knew what we were best at, and we wouldn’t veer off course,” says Presser. “I have always likened our company to a small ship with the agility that large freighters don’t have. We were able to respond much more quickly to the rapid changes that our clients faced, while retaining the integrity and mission of our core product. This wasn’t a time to get off course on new tangents.”

Experior’s reputation in the industry made it desirable for buyout several times. It’s niche market of large, multi-specialty clinics made them especially attractive to competitors. “It was important for our company to examine worthy offers, but it was never a matter of serious consideration,” says Presser. “We may be a bit unusual in corporate America today, but for that I don’t apologize. I am firmly committed to our loyal employees and clients, and I believe that includes providing them with a steadfast heading.”

All the while, Presser knew that one of the business decisions he must make was an expensive platform changeover to the Windows 2000/SQL Server, as the mainframes that served its client base were quickly becoming extinct. The most difficult challenge became the timing of this metamorphosis.

“In 1999, the vast majority of software companies were distracted from their product development to focus on Y2K issues,” says Presser. “We made our product Y2K-compliant many years earlier, so we exploited this window of opportunity for our own core redesign,” says Presser.
As has been a development precedent at Experior, what initially began as a two-year plan for product changeover occurred in little under a year. “We thrive in this atmosphere,” says Tim Kennedy, product analyst. “Give us a challenge like this and I don’t believe any company could work harder. That’s where our size has its advantage…we know that each of us directly impact our own futures.”

With the introduction of its new Windows 2000/SQL server product, Experior now entered an entirely new market - smaller health care entities. “When we launched our business in Fort Wayne in 1978, we began as a local service bureau with a few regional clients, but most of our turnkey clients were scattered across the nation. Fort Wayne just did not have the clinic size that matched our product,” says Presser. No longer the case: Experior’s own corporate headquarter home city now provides ample Opportunity for local expansion. “This is exciting for us, because this is where we work and live, and it’s been home for 25 years to both our staff and business.”

As is often the case, opportunity follows opportunity, arid in this situation it was perfect timing. As Experior launched its new Windows 2000 product, Presser and Experior Corporation began to strategic expansion into the ambulatory surgery center (ASC) market.

“Just as we began to develop a timetable and plan for our own development, we found an opportunity to purchase an existing ASC solution,” says Presser. In November 2002, Experior Corporation purchased Camberley Systems in Boston, Massachusetts, a premier provider of ASC solutions with over 160 installations in 32 states.

“Many of our existing clinics that have surgery centers had been asking for the solutions that our new ASC product provides’ says Presser. “Camberley’s SurgeOn software does more than surgery scheduling, with case costing, credentialing, and preference cards to name a few, so we are pleased we have exceeded their expectations.”

Experior Corporation will maintain its East Coast operations in Boston, where Camberley Systems staffs its own product development, support and sales staff. “It’s important to us that we continue an uninterrupted level of support to our new client base as well,” says Presser. “Stability throughout change is our hallmark.”

With reimbursement becoming a greater concern, to physicians and administrators, Experior’s products emerge as cause celebre. “Our system is designed for greater financial control and monitoring with all the hooks, such as electronic filing and remittance, Electronic Health Record, and Web-based tools, says Presser. “Our handheld PDA puts greater control into the physician’s hands for entering charges, diagnosis, hospital rounds, and consults. Health care is a developer’s dream today,” says Presser.

And, reminiscent of its service bureau origins, Experior’s new ASP (Application Service Provider) system can now provide clients with the latest in remote IS processing (for an on-line demonstration, visit www.experior.com and click on the ASP demo). Most everyone asks what the word Experior means. Experior Healthcare Systems announced today the launch of ExpertPM, their most recent upgrade to their suite of practice management products.

New ExpertPM utilizes Microsoft’s .NET and SQL server architecture to deliver web page content from a centrally-based server. Graphically exciting, the application uses Internet Explorer to deliver expanded screen information and more functionality in a selection of attractive new color palettes. Like the previous version of EMS, ExpertPM continues to be a state-of-the-art, client-focused practice management solution. ExpertPM provides reliable, robust, and user-friendly physician scheduling, surgery center scheduling, patient registration with insurance card scanning, billing and accounts receivable, e-business manager, electronic claims submission and remittance, chart tracking, CPOE, and electronic medical record.
